WHY THIS TOWN HALL MATTERS

The Planning Board Voted 8–3 to Recommend Denial. Now What?

On October 6, 2026, the Chatham County Planning Board thoroughly audited the revised 2026 Fearrington Preserve Conditional District Compact Community (Case CD-CC-2026) rezoning submittal and voted 8–3 to recommend DENIAL. Now, the final decision moves to the Chatham County Board of Commissioners on Monday, November 16, 2026.

"It's NOT a Compact Community! The applicant seeks double residential density (~573 to 630 units across ~365 acres) while asking to waive core ordinance standards—slashing required commercial village space by 77%, cutting roadside buffers by 50%, and replacing a promised public park with private wastewater effluent spray fields."
KEY ISSUES ON THE BRIEFING AGENDA

What Is at Stake for Chatham County

6,500+ New Daily Car Trips

School Corridor Traffic & Safety

The proposed development dumps thousands of daily vehicle trips onto narrow two-lane collector roads—US 15-501, Andrews Store Rd, Parker Herndon Rd, and Morris Rd. These corridors are daily lifelines for four local schools:

  • Chatham Grove Elementary
  • Margaret B. Pollard Middle School
  • Woods Charter School
  • Willow Oak Montessori
109+ Acres of Forest Clear-Cut

Watershed & Environmental Risks

Lacking municipal sewer access, the developer proposes clearing mature hardwood canopy and placing 35+ acres of private wastewater effluent spray fields on tight Vance and Helena clay subsoils directly upstream of flood-prone Pokeberry Creek and the Haw River watershed.

Furthermore, the developer's claimed downstream restoration plan collapsed after the Briar Chapel Community Association unanimously refused easement access in August 2026.

77% Commercial & 50% Buffer Cuts

Ordinance Waivers & Eroded Benefits

Rather than building a walkable, connected village as required by the Compact Communities Ordinance (CCO), the developer designed 5 disconnected residential pods and requested massive waivers:

  • Deleted the promised 8.4-acre public park donation to make room for private sewer spray fields
  • Slashed required commercial village space by 77%
  • Cut roadside viewshed buffers by 50% along Parker Herndon & Morris Roads
